A South Korean national working in Shanghai got transferred to Jiangsu, hence, had a legal challenge how to proceed correctly and efficiently without waisting time.

This is important to mention that sometimes the same regutations are implemented differently in different places, and exactly the same things are handled differently from distrcit to district even in Shanghai now and then.
